I thought Australia was a prison compound. Are those prison trains or for non criminals only? I was thinking maybe the first car was the prisoner transport area so the guards could protect the operator?
I ask because I also heard that in Australia you're not allowed out of your house so you need a multitude of reasons to justify the train journey under questioning and a fine or jailtime possible.
Seems like a waste of time, money and energy to send the trains around with nobody on them.
There were convict colonies early on, then came the free settlers. Lots of people came to settle Victoria because of rumours of gold. Even Mark Twain (who wrote Huckleberry Finn) toured around Victoria by train and complained that the stations were built like palaces while the trains had uncomfortable seats and no toilets. So this infrastructure was in place well before the dictatorship took hold in the last 2 years.
Right now I suppose these trains would be running nearly empty. Certain parts of the state can still travel around legally depending on where they're from, but here in Melbourne we have a 24 hour metro where in the distance on certain nights you hear the empty trains running along the tracks at all hours of the night with nobody on them, since normal people aren't allowed out after 9pm. I guess the train drivers have a good union otherwise they'd be out of work.
