They don't really need the app at all. They can use bluetooth to track your proximity to others and they can use facial recognition right from your camera without an app. Even flip phones have bluetooth now.
This sounds like they are just trying to slowly introduce the idea of how they're already tracking us.

Nah, it's a consent thing. You have to accept the mark of the beast, willingly; it can't be forced upon you. They can make it super inconvenient to not give in. Hell, they might just outright kill you for not giving in. But by the order of natural law: only you can pledge allegiance for yourself.
