Sounds like everyone needs to stop replying. Or simply turn off their devices.

Perfect solution. Would make the system worthless. Good luck doing house checks on millions of people each day.
Of course then, they'd probably try and figure out a way to fine you if you don't reply. Which brings up back to how do you force people to have a cell phone and what if it isn't charged.
