Seems pretty dangerous to deploy a virus that kills unprotected people. It would have to go through the population, kill very effectively and burn out quickly to avoid giving rise to mutations that get around the vaccines.

If that's indeed part of a nefarious plan to eradicate huge swathes of the world's population, then this is a test run I think. Or at the very least yeah, it's a building block, as you implied. Its function remains unclear
