Because 99% of the population are compliant sheep. I am honestly surprised the 1984 nation doesn't have a 100% vaccine rate with the state just killing refusers.

They probably aren't far off. I think everytime a lockdown happens the evil regroups to see what other tyranny it can't think of to impose
