Because they can and no one will stop them. It's why De Blasio is doing and acting how he is in NYC. The big corps are going along with it in the hopes that they'll be allowed to stay open instead of just openly defying City Hall. The big corps are also the ones that can afford to play along, but none of them realize that they'll get hit, they'll be last, but they'll get hit.
