Population density in Australia is already lower than elsewhere so perhaps they aren't planning on going pro-rata with global target here. e.g. UK is already 90% vaccinated. Also anything said today will probably be different by next week.

That's probably where most of us will go. The saline shot people will be the other 500 million.
