Ahhh that's funny...that always bothered me as well.
Australia has shopping carts with 4 rotating caster wheels; which, makes for hard to control carts.
In the us there are 2 front caster wheels and 2 rear rigid caster wheels; which, makes for easier steering. Like a car rotating steering up front and straight in the back.
