The language isn't aimed at you, it's aimed at engineering the least educated members of the population to believe that there's a subclass of people weaker and dumber than they are, who ought to be 'helped' into making the right decision. Socialist governments always love to cultivate the image of people being weak and in need of the government (and/or useful idiots) to rescue them.
