United States has been conducted under "maritime code" since we landed here. That's why everything is listed as penal "codes" and statutes. Next time you get a ticket ask the officer to cite the meritime code of conduct youve violated. Then ask who's the victim? Because the state isn't a person or a living entity, you can NOT hurt the state. No victim, no crime.
