Because they know damn well they can't make vaccination mandatory to be on their flights, so they have to offer a half-arsed "reward" to encourage people - despite the fact that said reward is less than 1/8 of the price of a flight ticket interstate.
Qantas has indicated that travellers will require a jab to travel. If most dont get the jab Qantas will go broke.
They might start with the big talk, but like you said, they will go broke if they try and enforce it, and profits trump everything else - so they'll end up relenting.
I wouldn't fly Qantas even if they were the last airline to exist on the planet - their service is garbage.

The rate we are going, Qantas doesnt have to be scared of going broke.
I have to be scared of being indefinitely incarcerated or worse in the not so distant future.
