No I mean price rationing.

The distribution or allocation of a limited commodity using markets and prices. Rationing is needed due to the scarcity problem. Because wants and needs are unlimited, but resources are limited, available commodities must be rationed out to competing uses. Markets ration commodities by limiting the purchase only to those buyers willing and able to pay the price.

This guy isn't a market driver, he's not an organisation of any kind.. he's someone who bought as much paper as he could then tried to gouge other people..

There was no shortage, there was no need to ration anything, plenty for all - the one and only reason there was a problem was because of dickheads like this guy trying to exploit a crisis.

I mostly agree. There was a shortage because people were panic buying. If everyone would have bought normal levels then no problem. I have no issue with people taking advantage of idiots.
