Well the story is written in the future. Its the Diaries of Earl Turner being read a hundred years later. And at the end we get mutants.

I thought the majority of the book was based in the 90s.

I would recommend everyone to NOT listen to this. Read the book or find someone else to narrate it to you. Listening to Dr. Pierce narrate his own written sex scene has scarred me for life.
