there's what's behind the curtain and then there's what's going upstairs in the director's office(or across town at some private club room). the bit players, stage hands and tech crew can't be trusted with too much.

You forgot the part where a machine punches out little bits of code that get delivered as official Government letters, phone calls (Google reached parity with voice before 2016), or e-mails. Do you think it's just one end of the puzzle when a letter summons you to court for a warrant, deposition, or summons? Consider the possibility if some office-working Judge, all their aides, the Chief of Police, the LEO's, the office workers, the construction workers, all the way down to the people that cook your food were all controlled by an early optimization machine learning algorithm.
Even at the most basics of appreciation for public vs. private advances, it's likely the entire system is controlled by the Machine, already.
