I admit I struggle with that here. I have the tendency to down vote content that I think is a waste of my time. I'm working hard not to do that here but it ain't easy.

you clearly cannot realistically hope to enforce this.
people who dont like each other vote each other down. those are the rules. you can't stop it from happening. you need to drop the brigading measure and let people vote as they see fit.
