If they are spies, it would give them the opportunity to recieve orders and relay information.
If they are loyal to the USA, they are at risk of kidnapping, interrogation, drugging.
I don't see any reason why it would be beneficial for the USA to allow members of Congress or presidents to travel abroad at all. Not during their office, and not after they leave office.
