If they are loyal to the USA, they are at risk of kidnapping, interrogation, drugging.

I don't see any reason why it would be beneficial for the USA to allow members of Congress or presidents to travel abroad at all. Not during their office, and not after they leave office.

Probably made sense in 1787 when comings and goings took quite a while, but now it's a few hours on a plane so the circumstances have changed, exploitable.

Yes, it made sense when you had to communicate through messages on ships and it took weeks to correspond. It doesn't make any sense today.
