What i hear is a certain height off the ground and certain rules and or restriction depending on state or nation, must be flown no higher than 400 feet (120 metres), and be kept at least 50 metres away from people and private property. owners have the fundamental legal right to privacy and to enjoy their property free from nuisance, interference, or trespass. According to California law it is illegal for the drone operator to fly over your property, but it is not a crime. The drone must also fly below 400 ft, you are told not to fly near groups of people and certain air space for example Washington DC is restricted.
There's a rule about flying over "groups" like a crowd because it can crash and injure people not because of privacy. There is no FAA rule about flying over private property though, you can look for yourself https://www.faa.gov/uas/recreational_fliers/ and even if you where to fly over private property it's illegal for the owners just to shoot it. IDK about local laws but it's still a felony if people shoot at it. I own a drone myself, but I'm not some dick that just spies on people, I won't even fly it over my neighbors house, I'll fly it to the street and fly it over that. But I am pretty familiar with the local laws and have it registered with the FAA so I've looked into it quite a bit.
