Polls are activated by the mods of the sub ... if they haven't selected it, you won't be able to.

Polls should be enabled in the sub settings.

Then select "Submit a poll" in the sidebar (bottom on mobile)

Well i know on this subverse s/AskPoal and pontentially s/Whatever that you click "Submit a poll", make a poll, and press submit.
