Yeah just doing a quick little jewgle search it says that you would have to be so far away from the black hole in order to not be ripped apart that you really wouldn't experience any type of significant time dilation. There would be some but it wouldn't be anything to write home about. Maybe I should set my black hole ambitions to something a little bit smaller. I'd settle for Sagittarius A*. Years ago I met a scientist that was part of an astronomical society that did work on that black hole. I can't remember the lecture at all but it was mind-bogglingly awesome. I don't know anything about dark matter or how the universe is held together but deep time and gravity at various strengths (for lack of a better understanding) I'm sure have a huge part of it.
