We just did. Tried to work with the county for over a year. Each and every time we jumped through one of their hoops, they put up another one. Said fuck it, found a contractor that would work without permits, and now have a 30x60 steel building complete with insulation, plumbing, and electricity exactly where we wanted it on our property. You cannot comply your way out of tyranny.

If you were in an unincorporated area, the only thing they required was inspection of your septic and leach field construction. And if you used a contractor off their pre-approved list, he just filed the compliance certificate.
