Consider that the idea of "poor" people and governments is just another way to money launder. Governments are in a position of access to taxpayer dollars. Therefore, if they can create programs where they distribute money, they can launder it through the programs they setup. And/or raid the budgets for other government programs like social security.
When I see the media celebrating any debauchery or pity, I assume it's due to money laundering. Look at BLM, LGBT, niggers, jews and so on. The real victims here are the taxpayers. Honestly, do any bureaucrats give one shit about denizens? I've not witnessed any such compassion.
Emotional outbursts are exploited: they make good video and elicit reactions from the criminal politicians. Of the poor victim is so emotional and sad because they're not being treated fairly. I'm not treated fairly, but because I don't rant and rave on video, nobody cares.
