Depends on how you define civilization. If by civilization you mean "values/culture" then I think black africans have their values different from other "civilizations". If by civilization you mean scientific advancements, they mostly get stolen. Ancient Romans stole bits of knowledge and technology from their enemies, despite having war with them. being "way the fuck out there" means you can't steal these things quickly enough, which in turn means you have nothing to improve on and no way to progress. It's the same with the Native Americans. They didn't have gunpowder (invented in China, "given" to the Christians by the Mongols) and the Spanish (and others) that were exterminating them didn't choose to be like the ancient Greeks or Romans, they didn't choose to pass their experience on to the Americans, so they were proper fucked. Nowadays the trend is in the reverse. Russia was defeated by Japan before WW1, being one of the first defeats of European nations by an Asian nation, arguably starting Russia's decline. Serbia (former Yugoslavia) has been bombed by NATO for protecting themselves against Wahhabi scum, arguably making "The West"/Nato _deserving_ of their now ongoing White genocide. Whites in Zimbabwe has been exterminated and Whites in South Africa will be exterminated. et cetera.
