The US conceded it funded labs in the Ukraine through the Defense Threat Reduction Agency's Biological Threat Reduction Program. They claim they were Ukrainian labs that recieved funding from the US and not "American" labs.
They also claim the land were defensive in nature used to research defense against dangerous pathogens including anthrax.
The counter argument is that the only difference between a defensive and offensive lab is how you are using your samples in the moment, and surely the US wasnt just giving money blindly with no involvement so calling them "not American" is only semantics.

Truth is an abstract concept. I equate it to utopia. That is, the meaning is conceptual and fluid depending on who you ask. Everyone has their own idea about its meaning. Communists love to use concepts like that to describe outcomes because it can't be described.
