You need to look into Civil Asset Forfeiture. Never travel with large sums of money or precious metals. Anything of significant value really.
You would be smart to move it in many small trips. That way if they seize it you don't loose everything.
This includes even just moving from state to state. Anyway, in answer to your original questions. I would stay in the US but move somewhere White and Conservative. Move your assets slowly there. CAF is very real.
It's also damn near impossible to get it back and the gov will fight you with all of their might to keep what they stole from you. Police departments/DHS/etc are incentivized to do this as well as anything they take is added to their budget/bonuses/etc.

That's a good question. That is worth researching. Not sure who to talk to about that. I wouldn't try to leave with any significant amount in your luggage.
Yes, you will 1000000000% have problems trying to bring large amounts of gold/silver out of the country and will likely end up having it taken from you never to be seen again.
