So we're on the same page. I was talking about the feature I requested not the comments from duplicate posts.

If such a feature were to exist I could see ill intentioned users subverting it by tagging unrelated posts. Or just general over usage of the feature.

Over usage would get them automatically blocked by the anti-flood system.

I'm still talking about my feature request that users would have the ability to tag posts as related via some sort of special markdown in the comments. They could simply tag post as related that aren't related at all. Re-read that post I made and I think you'll understand what I'm trying to say.
