Could they instruct the bailiff to arrest the judge and prosecutor? Has something like this ever happened? If not, what would the theoretical fallout be?

You'd need a separate trial for the judge/prosecutor.

Don't Judges have complete and total immunity for Judicial decisions they make?. They can make the 'wrong' Judgements all day long, but as long as they didnt break the law, engage in illegal unlawful behavior when coming to that ruling then the best the people can hope foe is having them replaced.
