I've seen pictures of this before. I have questions. I don't understand how they do this without shocking themselves, how it doesn't cause fires, and why the utility company doesn't go in and remove the splices and get prosecution of those to where the wires lead.
Maybe these things do happen but not enough to stop the practice would be my guess.

Some tangles like this are not about stealing power but are from stolen copper wire. After making replacing the stolen sections a few times the repairmen just add new wire without taking away the old stuff.
