Murderers and rapists should usually get the death penalty. If evidence is questionable at all give them life in prison but the rest should get the death penalty. They don't deserve to live and they definitely don't deserve to be set FREE after a certain number of years if they can't prove innocence. Right now we let rapists out with a slap on the wrist and I'm pretty sure not all murderers get life in prison or death penalty. That makes no sense.

You have to factor in the drop, although the momentum scales linearly with mayo dumpsters. They don't have to drop as far for the rope to do its work. 1000 lbs should do it.

How would you design it?
More, worse, and shorter imprisonment. No rights (can't get visited, no parole, no voting, no letters or calls, daily body searches), have to work in a manner suitable to your violence. Gradual reintroduction of "rights" when term is up (i.e. you have to stay free of crime to gain your freedoms back - should take decades). Repeat offenders get double punishment, Third offense death.
The work should make a profit that pays for the jail and the courts you made necessary.

The laws are there, enforce them. Then fire and prosecute corrupt judges that release violent criminals.
