I think many parents don't know how to raise a child. Modern parents don't understand the role of boundaries or the idea of preparing their child for social and public interactions. Children learn through play and practice. If you never play fine dining at home, they stand no chance of being well behaved at a restaurant. Parents often overlook these things thinking that their children will just "figure it out on their own". Also it's important to realize that the composition of children today is very different. The ratios of lower class to middle and upper classes are skewed. You should expect to see more rowdy and uncivilized behavior as more of those children are created.
