all in all, a huge chunk of people's jobs serve others who are useless, hence rendering them useless. not a lot of people are truely critical. if you need 10 bakers to feed 100 people, you need only 5 to feed 50, hence making half of them useless. if you are really looking for usefulness, a lot of whites are useless.

No negative impact is tough and it's not about percentages but more about those members of undesirable races that happen to be carrying out essential functions.

I don't see a way to answer your question. I'd say we could safely start with the entire population of the African continent for the ease of it. Sorry Afrikaaners.

Maybe the subcontinent of India needs a good going over as well.
