I see how that's a pain in the ass but you're already up and moving and your work day will be shorter. I say save the call-in and go make that money.
But I would have to leave now. Spending four hours of my day on public transportation, not including getting me home, is kind of bullshit. It is also bullshit that I got the text half an hour before work started. And I have a ton of bullshit to do.
Thirty minute notice is absolutely bullshit. I would be livid. They had enough information to make a decision well before then. Even people without too long of a commute or need for public transport etc have left by then.
I assume you have made your decision one way or another by now, but if it was me I would call out and let them know I was specifically doing so because their laziness and/or incompetency left me no choice and if in the future they would like employees to show up for half days on weather days bother to make a decision in some sort of responsible timeline.

MY MORNING HAS BEEN KIDNAPPED AND THE KIDNAPPERS ACCIDENTALLY SHOT AND KILLED IT AND GAVE ME BACK ITS LIFELESS CORPSE!

I went with your advice and went back in. As the train was departing the station, I received a text saying that work has been canceled 🙃 🙂 🙃
