For images I would look into getting stable diffusion installed locally. It’s limited compared to what the LLM ones can do, but long term I think that’s going to be the way to go.

For text generation, there was one called open assistant that was pretty good without all the PC neutering. open-assistant.io if I remember right

I would look into https://pinokio.computer It lets you install and run a lot of different AI stuff with less hassle. As for the "best" that is all subjective. What you want to do or make and even in what way you think can influence which of the many systems you will use in the end.

Get a good PC and GPU. It's your only option to have what you are requesting without signing up or paying money. And even then they will most likely be censored. You can try some models on Hugging Face, but that would be allowing a third party to access your data...
