It's not about Khan, it's about unifying a empire in the name of peace.
It's a very artsy movie with fancy kung fu.

Well, conquering half the world basically gave the leadership class an enema. He probably dislodged a bunch of institutionalized fuckery, but it'd be hard to quantify.
