I think of any situation under lax management. People are lazy and playing around and not at their most productive. Then there are places with a strong, serious manager or whoever to get the people behaving in conscientious manners. Will liberal libertarian land will be full of druggies and lazy bums? Perhaps the shit conditions that would result from not getting any government handouts would chase such people away. It seems like you'd end up with the somewhat responsible people who want to smoke a big ol' chronic blunt after work. They'll be successful, somewhat-responsible degenerates. That would be great if we could set up different styles of government in the USA and let people go where they see fit. Of course they're not going to let us do that. All the leftist looney areas would end up going to shit really fast. For some reason all the productive people don't want half of their productivity stolen from them to be given to irresponsible, lazy sacks of shit, half of which have illegally entered the area from some other country. They couldn't find enough responsible people to pay for all the garbage.
