A jew may not disqualify a mischling for being a halfie on the father's side. Rather though jews consider those with jewish blood through mothers jews whether or not they consider themselves jewish. So for example someone could be a quarter jew through his maternal grandma. Their mother did not practice or consider themselves jewish, and they themselves likewise don't. Nonetheless jews still consider that person jewish. Non jews referencing it is basically refuting the kikes' "fellow white people" bs. I don't care what you identify yourself as, I know you are a son of a jew and thus untrustworthy.
