Yeah totally, and with accompanying hand eye co-ordination ability.
Not sure if it were a good thing or not, i had My elder son playing Assassins Creed/ Midnight Club/ Mod nation racing on the ps3 when he was 3 - probably took till about 4 before his hand dexterity/ co-ordination skills improved to navigate gameplay successfully without continual help and respawning.
As long as gaming is kept to a limit and not too intense for their mind (gore, sex stuff) then I think games are good for problem solving, timing, etc.
