I'm being totally serious here. If I was going to start a homestead RIGHT NOW, and could handle a small to moderate amount of snow, my destination would be either Utah, or POSSIBLY southern oregon. Utah is ideal due to fantastic gun laws, lax homestead laws and basic liberty laws (thank you Mormons), good land for farming, fairly easy access to water, fairly consistent weather year round, and not being an active destination for shitskin and mexi-fuck invaders (again, thank you mormons). Other good states are Idaho (but a lot more snow), Oregon/Washington (shitty gun laws, and some weird homesteading laws but amazing land and snow is minimal), or Colorado (growing seasons are fucked up, and water can be a PITA depending where you are in the state, but the rest isn't bad).
Were it me homesteading though, Mormon-land here I come
Utah sounds pretty awesome! But Mormons are such nerds! I could probably handle a teeny tiny bit of snow
Mormons are a cult in every aspect of the word definition, however, they are very good people, and their religion is a great social barrier to outsiders
