When one of their members does something stupid or needs a favor, he runs to the lodge to ask for it. Their brothers may or may not grant it, but once they do, he is required to pay his debt back. Its a favor mentality whom cops use to forgive one another and to deal with rich people when sidelining real justice. They are the state with the state.
