Just call 1-800-ASK-USPS Management hates it when customers call that number with a complaint. It goes to DC and can become a pain quick for management. They can't just not give you mail. It's a felony. Another solution is to get ahold of the postal inspector. You'd need to Google the number. Once the postal inspector is on the case someone is going to be fired for getting rid of mail.
This is the real answer. The post office takes themselves very seriously. Written complaints seem to receive timely and adequate responses in my experience. It’s fairly easy to get post office employees fired because bureaucracy.
Also the USPS has a SWAT team. Just FYI.
