If you have a bureaucrat that manages get to some power and contacts, then there is a risk that his son might leverage/inherit the same contacts, reputation and power that his father had and continue to build on it. Eventually this might lead to a system where there are special bureaucrat families. Ya know like noble families. Noble families were rich because they gained power and resources over generations. The kids born into noble families did not start from scratch. In a way the lineage was the unit/organism and not the individual. They wanted smart competent people in the bureaucracy but no nepotism. *Thus a deep state is prevented from forming by kicking bureaucrats sufficiently hard in the scrotum.*
