Being gay naturally is as rare as a birth defect, or rarer. Different societies handled it differently. A lot of families and societies would kill them. Some like China would take a lucky one or two gays and would turn them into eunuchs and for some weird reason use them for council.
I think in China if the eunuchs fucked one of their bitches they would be executed. Not sure which society wanted eunuchs to fuck their bitches.
(To clarify I do not think the number of faggots in this society is natural. If only the true number of gays came out of the closet in the USA then the only ones who would know who they were would probably try to kill them or hide their shame that this mutant is in their family. You can brainwash people into wanting to be gay. Train their brains to chose the wrong path. One could increase the amount of soy in a man's diet to make him more feminine, and poison him through his food and education to make him dummer, number and one could ruin the foundation he was raised on so the only person he has to turn to is the state. If you ruin everything about a man's life, if things line up just right, some men can be "turned" gay, though it wouldn't be a genuine gay guy.

If you have a bureaucrat that manages get to some power and contacts, then there is a risk that his son might leverage/inherit the same contacts, reputation and power that his father had and continue to build on it. Eventually this might lead to a system where there are special bureaucrat families. Ya know like noble families. Noble families were rich because they gained power and resources over generations. The kids born into noble families did not start from scratch. In a way the lineage was the unit/organism and not the individual.
They wanted smart competent people in the bureaucracy but no nepotism.
Thus a deep state is prevented from forming by kicking bureaucrats sufficiently hard in the scrotum.
