I would do none of the above. I would contact a customer service rep for Shake Shack and tell them how this has negatively impacted your willingness to ever give them more business. There is a good chance they will make good on the gift card amount, maybe even more to keep a customer.

Im just gonna rant about gift cards. Gift cards are the realm of pure stupidity. I hate them. And I've really honestly only ever seen out of touch old people buy them for people. Its just as cold and transactional as gifting cash, and they cost more than what you actually get, so its essentially paying a dollar in order to force someone to spend your gift money where you want them to. Its absolute bonkers that people ever even buy them. If you want to give the gift of money, which is totally fine, in fact its usually the best gift option possible rather than wasting money on guessing what someone might want, just give them money, rather than all the middle man hoop jumping lost cost dumb shit. Giving a gift card is so stupid, I cant even begin to understand it with my autistic mind. Just give people cash. You might think they want to try shake shack or buy some music or whatever, but what if what they REALLY want is that $20 they are short on paying rent this month so they don't have to be homeless? Just give people cash! If they actually want whatever it is you got the gift card for, they'll use that cash to get that thing, wont they? Its brain dead consumerist propaganda causing people to make absolutely foolish decisions that don't make even a single drop of sense. Man i really hate gift cards. I used to just sell my gift cards that people would get me, like, I DO NOT want to shop at walmart or amazon or wherever the gift card was for, I'm not going to go there, ever, and i would be infinitely more grateful for "heres a 5 for your gas tank" than "heres a gift card with 20 on it for some bullshit corporation you specifically boycott".
Besides the general sentiment of "abandon materialism" that i try and spread, a great first step would be to stop buying retarded bullshit like gift cards.

I'm with you. Gift cards are really dumb. The idea that it's not the same as cash is really stupid. It's the same, only shittier, more restrictive, and potentially more expensive. Like I said in my original rant, if you want to gift an "experience" then add a personal note that says, "Hey I know you like burgers, enjoy one one me," or whatever. Then if they like that or think it sounds good, great they can enjoy it. And if they never get around to it then they have the cash for what they want, and you showed as much personal thought in writing the note as you would have in buying a dumb restrictive card.

I'll tell them something like "I really appreciate the thought, but you don't need to replace this. However, I didn't want you to buy gift cards for other people that didn't work as well." The problem for me isn't your card. It's the fact they might continue getting ripped off by shady companies. The only shake shack near me also seems to have an workforce in a White area, so I noped the hell out of there before even ordering. So I need a combined option of get their money back and the jews did this. Your neighbor's friends shouldn't be the ones feeling the pain of diversity. It should be the companies that do.
