Neither seat belts or air bags change the statistics. It is to give scared people a sense of security, keeps insurance companies in business, and pays for cops to waste your time and taxes on hiding somewhere to pull you over for no seatbelt.
A sense of security leads to more dangerous driving, great example is on crotch rockets. More gear usually means more speed and confidence.
