They already do, but only on on a local level. I recall a news story about a drug dealer purchasing a house in the middle of a suburban community. The dealers armored the place and opened for business. Users would be driving through the area day and night. One night the place burned down. The fire department found traces of accelerants and came to the conclusion that it was arson. A news organization interviewed many of the neighbors and they all swore they knew nothing about it while grinning from ear to ear.
