Should have already started, feds shouldn't have powers over states.

If I read the report correctly, sometime today a Federal judge banned the federal government from removing (cutting?) the states' barriers.

I don't think you understand. The Feds are tearing down the barriers at the border that were put up by the State. Why would the cartels shoot at the Feds? They are on the same side...
