It would disqualify the vast majority most likely. The whole system is fucked but this would be a step in the right direction.
We also need to look at what use they are. At one point, there were IQ tests to enter the country. If you scored too low you were rejected. That would be another good metric to add.
Inbound immigration should be extremely minimal and only if it provides a benefit to the nation. "Everyone" has the right to apply. Few if any should even be considered to be accepted.

This gets me thinking. What would be the ideal number of people to get together to form a small settlement eventually adding controlled immigration
Some places have tried with varying degrees of success. There was a Mormon sect in Utah that took over a town basically and you would slowly get harassed out of the town if you were not part of their church.
There is a "White settlement" in south Africa that they like to run news stories on a couple of times a year to say how racist they are.
Then there is the "Free State Project".
