Irrelevant. I can measure any lenght without being that lenght. I can measure any temperature without being that temperature. I can use tools to do things my body is not capable of. IQ is a measure of relative intelligence, not absolute intelligence. It measures ths difference between people, not the total possible intelligence, which is obviously not knowable.
