So sending that emergency message made your previously impenetrable phone vulnerable to government control? Come on, they have their backdoors in all the firmware already.

Given a few troublemakers creating their own independent phone software, it either already exists or is in process.

I don't think that sending a message to phones makes them any more vulnerable than they already were. And if somehow it did, they'd just quietly send this to phones not all at the same time. Doing it all at once just makes any issues it causes more visible because lots of people would have them at the same time. Either it was just some stupid test, or it was done for whatever psychological effect such a test would have on people, maybe distraction from some other event.
