An interesting philosophical idea. However, I propose a moratorium on cities: they should only be allowed to reach a population density no more than 5,000 people per square mile. I realize that's an arbitrary figure, but cities are not sustainable at high densities. They require everything to be trucked in, have waste issues, water, pretty much everything.
